In light of this however, the ESRB maintains their stand on the M rating of the Manhunt 2 despite clamors for its re-reversal, saying that they "do not believe these modifications fully restore the product to the version that originally received an AO rating." It adds that consumers need to be aware that unauthorized modification may make the game inconsistent with the ESRB's initial rating.
I thought it was unlocked

i think it was a rockstar thing anyway.
i think
rockstar made the gta for the original firmware hack
rockstar wasn't pleased with all the messing around with the manhunt 2 rating

Yup, i was assuming it was just unlocked too
But, really, hacked?
Wow, im dumb, i thought this was unlocked, and the actual hot coffee mod, was a hack

Hot coffee was hidden, not blurred out or anything.
Hot coffee was in it's original state and ready to be used in game, which they later decided not to but left the data on the disc.

With this Hack you had to remove stuff from the code instead of triggering it on or off, and I'm glad they didn't call this another "Hot Coffee" mod. Cause that would of costed Rockstar a lot more then a little sex scene
